Position: Cost Engineer / Estimator
Department: Technical (Office)
Location: Tirana

Role Summary: Progeen is seeking a Construction Engineer to join the technical team to periodically monitor project costs, prepare estimates, conduct technical price analyses for relevant items, and handle additional works.

Duties

• Duties and Responsibilities: Forecast the project budget by calculating the cost of works for each work item according to the estimate and/or additional works if needed during implementation for project revision;
• Analyze and control project expenses to ensure alignment with the budget;
• Prepare and update estimates based on market prices and project requirements;
• Conduct market price and labor cost analyses to optimize the project’s budget planning;
• Identify and evaluate potential financial risks affecting the project cost and recommend preventive measures;
• Calculate technical-economic coefficients and assist in preparing the monthly budget, cost reports, and cash flow of works;
• Review and prepare monthly reports, measurement books, and technical price analyses of works based on the work methodology;
• Coordinate with the Finance Department on subcontractor invoicing and cost analyses by relevant centers, ensuring consistency with project implementation phases;
• Prepare financial packages for participation in public procurements;
• Prepare financial packages for the Final Technical File, Measurement Books and graphic materials, Tables of added/reduced works (+/-), Minutes of added/reduced works, As Built estimates, etc.

Qualifications

• Qualifications and Skills: Degree in Construction Engineering, Economics, Project Management, or related fields;
• Previous experience in cost analysis for large projects up to 2 years;
• Ability to adapt to new technologies and evolving demands of the construction market;
• Capable of managing and working effectively within a team;
• Strong analytical skills and attention to detail;
• Good communication and negotiation skills;
• Knowledge of construction standards and regulations;
• Ability to propose solutions and make decisions;
• Familiarity with basic computer programs, including Microsoft Office (especially Excel), Autocad, etc.
